A new collective bargaining agreement (CBA) between two apparel employers’ associations and The General Trade Union of Workers in Textile Garment and Clothing Industries was signed on August 17th 2015, in an unprecedented step to strengthen their partnership, promote social dialogue and improve the working conditions of more than 50,000 workers in the sector.
The Union signs a sectoral agreement with JGATE and AOFWG
The General Trade Union of Workers in Textile, Garment and Clothing Industries (JTGCU) – (First Party), and Jordan Garments, Accessories & Textiles Exporters’ Association (JGATE) and Association of Owners of Factories, Workshops and Garments (AOFWG) – (Second Party), have signed a Sectoral Agreement that had been negotiated for a period of four months and included all employees in clothing sector.
All industrial institutions included in this agreement shall deduct a monthly subscription amount of JD 0.5 from each worker in accordance with Article (11) of the Collective Agreement issued on 8 Nov. 2014 and published in the Official Gazette on 31 Dec. 2014.
The agreement stipulated that payment of all salaries, wages, bonuses, holiday pay, and overtime shall be paid in accordance with valid Jordanian labor law and all prior signed agreements that have been reached between both parties. The employer shall provide all information concerning wages in a detailed pay statement in the worker’s language within a period not to exceed seven days as of the end of the applicable time period.
The agreement stated also to refrain any pay deduction from other than included mentioned in penalties and fines list issued under the regulations of Ministry of Labor, and that all workers shall receive an annual salary increase according to years of service as follows:
The worker will receive an annual increase of JDs 5 upon completing the first year of employment. The worker will receive an annual increase of JDs 5 upon completing the second year of employment. The worker will receive an annual increase of JDs 5 upon completing the third year of employment. The worker will receive an annual increase of JDs 5 upon completing the fourth year of employment. The worker will receive an annual increase of JDs 5 upon completing the fifth year of employment. The worker will receive an annual increase of JDs 6 upon completing the sixth year of employment. The worker will receive an annual increase of JDs 7 upon completing the seventh year of employment and onward, based on worker's date of employment and as long as the worker remains in his / her job.
The agreement stated also that employers shall not discriminate against any employee on the basis of race, conviction, religion, color, national origin, sex, age, citizenship status, disability, or Union membership or its related activities. The Employer shall not employ children or adolescents in accordance with Jordanian law. The employers shall offer migrant workers one day off per year on the occasion of their National days, and respect different religions, cultures and customs. The industrial institutions included in this Agreement shall provide a health clinic at workplace appropriately equipped with a doctor and nursing care according to the golden list standards and conditions. The clinic shall remain open during all working hours.
The agreement included also that employers shall provide medical health care as follows:
Provide a health clinic with a full time general practitioner along with a male / female nurse licensed by the Ministry of Labor. The doctor shall refer the patient to a specialized doctor in emergency cases and administer appropriate medication on the account of the institution.
